BEAR applications have been delayed due to the following: 

  • Invalid/Expired DUNS information (NOTE: as of April 6th, DUNS is no longer an option. Your UEI is now used.) 
  • Missing SAM.gov/UEI registration 
  • SAM.Gov registration – here is a video on getting that done 
  • Missing Ship/Delivery dates on the invoices 
  • Mismatched equipment between the invoice and original quote 
  • Post Commitment Change Requests (PCCR) still open, i.e., not approved yet 

E-rate News 

Form 479 – DUE BY JUNE 1 

It is time to begin collection of the FCC Form 479 which certifies that your school/school district is compliant with the Children’s Internet Protection Act – CIPA.  The form is a fillable PDF.   Your forms are due no later than June 1, 2022. Instructions for completing the form are below.  This must be completed by a school employee, not a consultant.  Please complete this form as soon as possible and return to your E-rate coordinator as soon as possible (Roxie, Sue, Adam, or Jill).

PRC073/036 

As we reach the end of the funding/fiscal year, please be reminded that PRC073/036 funds do not rollover. If you have been unable to spend your PRC073/036 DPI E-rate matching funds due to shortages, etc.; please go ahead and spend them for other approved goods/services. We suggest you encumber funds that DO rollover to cover payment of FY2021 E-rate goods/services. If you have questions, talk to your finance personnel. 

Boot Camp 

This year we will be offering two Boot Camps for your convenience.  

Summer Boot Camp will be held June 27-29 in Calabash, North Carolina at the Calabash Firehouse. This Boot Camp will be for three days only and is designed with the E-rate newbie in mind. Attendees will learn about E-rate and the North Carolina School Connectivity Initiative from the ground up. It is intended for those with two years or less experience, but others are welcome to attend. Priority seating will be given to less experienced E-rate applicants. Please register HERE. There are several seats remaining as of today! Join us! 

 
Fall Boot Camp will be held November 14-18 at MCNC in Durham. This Boot Camp will include a three-day camp for newbies as well as a one-day review and What’s New for experienced filers, and a half-day Form 470 filing session. We will send out registration information later in the year for this session. 

E-rate FY22 Funding 

Wave 1 released on Friday, April 22 and Wave 2 released Thursday, April 28.  Check your Inbox for your FCDL.  Please do the following: 

  1. Print/READ your Funding Commitment Decision Letter (FCDL) carefully. Any changes made during PIA will be reflected in the FCDL, especially if amounts requested/funded. 
  2. File your Form 486, which is required. It is your CIPA certification and service confirmation form. DO NOT change the service start date from July 1. Directions can be found HERE
  3. Keep a copy of the Form 486 with the Form 471 and FCDL. 

Invoicing Deadlines 

Please pay close attention to your invoicing deadlines. Many of you filed IDERs (invoice deadline extensions) for 2019 and 2020 FRNs due to delays from COVID. Those extensions have an invoice deadline of May 31, 2022. Please make sure you file your invoices accordingly. 

EPC Entity Profiles Unlocked 

Entity Profiles will be unlocked in EPC on May 1, 2022. This will give you the opportunity to edit your school information, such as school names, addresses, phone numbers, emails, and contact information in general. Please make sure that you do NOT make changes to any student numbers at this time.
